Try turning on debug logging and then watch the logs while you test to see if sensor is actually sending anything when wet/dry. It might just be a bad sensor. Mine responded to a wet finger across the probe.
Tried that - log was blank but I can see the blue light on the sensor blink when I dip the contacts, so it does appear to sense it. I had a second one and I tried that as well - same behavior (state doesn't change but light on sensor blinks),
I think it was paired directly. I tried following @kkossev directions of pairing it again (originally paired 6" from hub, re-paired again 6" from hub) and it WORKED for all of 1 minute
I know the general consensus is to pair close to hub I generally try to pair in place as to ensure its working correctly in its intended location with repeaters, routing, etc.
It maybe a very sleepy device, I have had some success with devices that don't seem to pair correctly by keeping them awake during the pairing process by triggering them. You can try clicking the pairing button after the pairing process has begun or triggering the sensor wet/dry.
Also make sure you configure the sensor immediately while keeping it awake with above detailed process.
Reboot your hub too. I recently migrated over to a C8Pro hub repairing all my devices, 100+. It would no longer pair a Bosch motion sensor (after 5 previous). I rebooted and pairing worked again. Different from your scenario but might be worth a try.
@kuzenkohome - unfortunately, these are just not working for me. One appears to work for a short while (less than 1 minute) right after pairing and then stops. I really wanted these to work as I have very little space to put in a "flat" sensor with contact points at the bottom.
That's what I normally do as well. With these being so finicky after pairing close to the hub, I am not confident how reliable they will be in the laundry room!

Even when pairing close to the hub, the device will try to pair via a nearby Zigbee 3.0 router (repeater) when the C-8 Zigbee routing table is full. This happens after making more than 32 pairing attempts. And, C-8 Zigbee 3.0 implementation lacks pairing Zigbee 3.0 devices via Zigbee 3.0 routers.
Why don't you use the Double Luck voodoo to pair the device?
What the voodoo does is to allow direct pairing to the C-8 hub. Once successfully paired, you can move the device to its final place later.
Thanks. I'm sending these back and going to try the Ecolink Z-Wave Flood Sensor. I've generally had good luck with Ecolink devices, so that may be the solution for this one specific case.
I ordered both these style/brands and and had no problems. Hopefully they will still be the same as mine. considerably cheaper then Amazon. ~$5/ea. Last order I placed took 10 days to arrive Jan 11th to Jan 21. Although it is Chinese New Year till Feb 4th. YMMV
If you notice there are small visual differences which I failed to notice and caused me to end up with different versions. But all worked.
The first link is the one I would order as it seemed to be manufactured better. Molding, plastic thickness, battery access. Just my opinion.
This water leak detector initially paired with type Tuya Zigbee Contact Sensor++ w/ healthStatus. It did not report wet/dry. I changed it to this driver (Tuya NEO Coolcam Zigbee Water Leak) and it works fine.
