In IFTTT you will want to set up a webhook and tie it into a IFTTT call. That way when the webhook gets triggered it places the call.

I can't tell you exactly how to set it all up but here are some links to some IFTTT drivers that should point you in the right direction.

I repurposed @rayzurbock's Pushbullet speech device to make a generic webhook speech device. With this, you can use the "speak" function of a virtual speech synthesis device to send text to a webhook. IFTTT Notifications Driver

Unmaintained, probably not working anymore. What does it do? This is a Hubitat driver that will deliver notifications via an IFTTT Webhook.
