That’s how “presence” works in Hubitat land.

I think that most platforms also treat presence like that but not 100% sure.

It's maybe time for Hubitat to add a new capability to the drivers, how about calling the new capability "Occupancy". Just created a request for a new capability...

Please add new Capability "Occupancy" for use with mmWave Sensors

I would like to propose adding a new capability "Occupancy" that would be used especially with all the new mmWave sensors and others of course like BLE beacons and others. This would finally help in distinguishing between presence, motion when we are dealing with this new technology.
