Hub reboot results in loss of Matter device control

A simple reboot of a C8P running 2.4.1.176 will cause loss of Matter devices. These are Tapo TP-Link Smart Light Bulbs with the latest firmware. It will replicate almost every time I reboot the hub. To note, I still can control the devices fine from the Tapo application. It took almost 20min after the reboot for Hubitat to fully restore Matter functionality in this case.
