I recently purchased a four pack of Kasa EP25P4 smart plugs with energy monitoring. These are the wi-fi plugs and not Matter. Thus far, I've been unable to get them to integrate into HE.
I've attempted to use the built in Kasa Integration which was able to see my various Kasa light switches. I've also installed the older Kasa integration from HPM, but still have not had any luck. It is not seen using the cloud integration nor the IP scan.
Within HPM, I've added:
Tapo Plugs, Switches and Bulbs with the following app/drivers
Tapo Device Install v2.3.9a (app)
TpLink Parent v2.3.9a (driver)
TpLink Plug v2.3.9a (driver)
TpLink Plug EM v2.3.9a (driver)
Various discussions mentioned the Kasa app that is marked as Deprecated in HPM, and I did try that without success. It and the drivers I installed through it have been removed.
There are several discussions regarding Kasa/TP-Link/Tapo devices that span several years and, if I parsed them correctly, there have been some changes with Kasa on these plugs that caused them to stop being discovered. I've not found if there is a fix or workaround for this yet, though.
I'm hoping that I'm simply missing that fix and that there is a means to get these to be integrated into HE. Any help would be greatly appreciated!

Some notes:
- I assume you also tried running the Tapo Device Install app.
- I also assume you read the instructions for the installation.
- The deprecated HPM Kasa integration should not be used.
Try the tapo integration (reference b). You have already downloaded the app and driver via HPM. (TpLink Parent v2.3.9a (driver) and TpLink Plug EM v2.3.9a (driver))
If that fails (it should not), I need information:
- Hardware version of the plug
- Software (firmware) version of the plug
- IP address of the plug(s)
- IP address of the Hub
- Are the plugs on any "guest network"

I used the Tapo integration and I must have tried it at some point as it had my credentials in it. After I toggled on the Modify Application setup and simply clicking the Scan, it found the two plugs that I had set up.
I must have tried it before getting the drivers installed or in the wrong order. Either way, the plugs are now in Hubitat, which is excellent.
So, drivers installed, then used the Tapo integration was the answer.
Just to add more information:
I use a separate IoT network for all of the IoT devices, including the Hubitat.
