Ha, yes, I seem to recall the Z71's paddles were reveresed for that, so you're not going crazy there!
I wish I had more ideas, but I'm hopeful the staff makes big headway soon on these various ZW issues -- you're definitely not the only one running into gremlins.
Oh wow, how did you get it working? Usually when people are constantly getting the bootstrapping error with LR devices it means you cannot pair any LR devices unless you reset the z-wave radio.
Also, I did not mean to be short up above but I replied from mobile so its more difficult to search for and find other threads to give links. I just mainly wanted to point out there was other info out there about it.

LOL ... One of the links from the search you recommended mentioned possible issues after performing a hub migration from a previous version and could possibly be remedied by the dreaded z-wave radio reset. Just ripped the band-aid off, pissed off the wife & kids, then spent the next 2 days adding everything back. Painful, but definitely worth it!

I had similar problems on JS, and what resolved adds for me, was the shutdown, power off, and reboot.. - Had that coordinated with the devices already added in Mesh mode (non-LR), then added to your SmartStart application, then deleted devices from mesh.. So the final sequenced that resolved LR bootstrapping errors (for me) was:
Add device to Mesh (no LR)
Add device to SmartStart App (and backup)
Shutdown, power off 30 secs, power on.
Let hub settle, verify SmartStart setup still pending
Delete devices from Mesh.
Then they "automagically" added to LR. - So it seems the "delete" does something, more that just a regular LR add.. None of that makes much sense to me -
But it is repeatable on JS (with FW 7.18), so sort of a mystery, but at least I was able to a few LR sensors/remote scene controllers back. I'm almost afraid to go back to ZIP at this point, but I likely should try that.
I may be facing a situation where I'll need to initailly add a new device to mesh in order to do a f/w update on it, but then I'd like to get it on LR, so your process intrigues me. If I may ask a few clarifying questions please...
For Step 1, are you just doing a regular (not SmartStart) inclusion to mesh?
Then I presume you're removing the device's power before Step 2?
Assuming its power is removed, how are you deleting (excluding) the device from mesh without the SmartStart process adding it at the same time? Or do you end up with 2 versions of the device (mesh and LR) before the mesh exclusion?
Correct - Normal "non-smartstart" inclusion to the mesh,,
No - The endpoint device remains powered the entire time - But since it's already included in the mesh, from step one, Step 2 doesn't really do anything (other than set it up in Jeff's app), and the device will be shown as pending in the SmartStart app. And still a member of the "old school" Zwave mesh, so it will not join anything else (LR or some other Zwave mesh)
When you get to step 5, excluding it (Hub: ZWave->Exclude; then Device: 3 down taps for a Zooz) from the "regular mesh" then device realizes that it's "free" to rejoin, And the LR stuff is all prepared on the hub (from step 2), and it joins as a LR device. - Clearly the back to back "mesh exclude" and LR join on the hub, is slightly different from a endpoint power up LR join - makes little sense..
Again, I don't really understand why (it seems to be hub related, and not device related), and this was pointed out to me, in another thread - I just added the hub shutdown/power off/power on in step 3 to clear the Zwave radios (and perhaps put the mesh into a state without a controller). - The trick is just not "adding" as part of a power on, rather it being on a regular mesh, then exlcuding, and it gets picked up for LR at that point...
Clearly, YMMV but that has been actually repeatable for me... - Strange, I know.
@faydlett good to know, I thought maybe you found some new trick. I knew the radio reset would do the trick but most people are not wanting to go through that.
@GuyMan I have my main hub stuck with the bootstrapping error and no LR. I might have to test your trick to see if it works somehow.
