Z-Wave not working after migrating from C7 to C8

After following the tutorials for cloud back-up for migrating from C7 to C8 all seemed fine. The C8 hub came up with all my devices. However none of my Z-wave devices (dimmers, switches, plugs, fans) work at all. When I look at the "Devices" all are present but looking at Z-wave details there is nothing listed at all. The hub has the latest firmware and has had a soft reset. I've also shut it down and unplugged it for 5+ minutes and restarted to no avail. Additionally, I tried excluding and re-including devices with no effect. Adding new devices also seems futile. It's as if the Z-wave radio is not functioning.

If you happen to have a ZWave device that isn't pared (spare or old) you can put the Hub into ZWave Exclude and see it it will exclude that spare. Don't do that with ANY Zwave device already supposed to be connected.

If you get the "unknown device excluded" type of message, your ZWave radio is probably good. You can simply do another cloud migration. Maybe the first time didn't have ZWave selected during the restore?

I have a Z-wave dimmer that is not paired but putting the hub into Z-wave exclude does nothing. When I did the cloud migration I selected both Z-Wave and Zigbee during restore (twice now). While all my devices show up on the device page, none are shown on the Z-wave details page nor do any of them work with the hub.

Is it a brandy-new C8?
edit: Does it have this?

I've had it about a year but never installed it. Before backing up my C7 I upgraded the firmware. After installing the C8 I upgraded to the latest firmware and did the migration. Everything went smoothly and all the devices were listed after migration. All apps were re-authorized and - in fact - my Alexa app will take commands for the Z-wave devices and report that they are turned on or off (but the don't actually do anything).

See my comment above.
I'm not sure what the effects were, anymore.

Maybe help here?
@jtp10181 would know, lol. Paging Jeff...

This is the difference between the Platform DB and the ZWave SOC DB (aka Radio DB)

The Device page list is a display of the Platform DB contents. The ZWave details page displays the SOC DB. It's pulled in from the SOC each time the page is displayed.

Your symptoms are telling us the SOC isn't providing a matching DB. Obviously the SOC DB and the Platform DB have to have the same quantity of devices and that they relate.. the Node/DNI is the same in both, for example.

So... what is wrong??
Is the SOC DB that's inside the Cloud Backup "empty" and thus what gets restored is exactly that? OR is the restore hitting a snag and not actually restoring? Either yields the same result. For me, it's easy, I can just restore to another Hub because I have several of them. Then I'd know one more sliver of diagnostic detail.

If you think about the difference between a local backup and a cloud backup, you get the exact expected result as if you were to restore a local backup because local backups don't include the SOC data. Have you taken a new Cloud backup on your C-7 ??

Along with every other bit of advice in this Topic (Zwave Update Button, etc.) are the two hubs on the same Platform? Is your C-7 at the latest when you made the cloud backup? I remember hearing about similar symptoms a month or more ago. The latest C07 Platform version should be what you're aiming for, in my opinion.

But did it have that update box I referenced earlier?

Long story short, your zwave radio restore did not work. I would try the cloud migration again. If still blank you could try the full process again including another backup from the C7

I never saw an update firmware on the Z-Wave Details page.

I think there may be a corrupt database issue. This is what prompted me to switch from C7 to C8. Though I restored the C7 database and made a cloud backup it does seem that none of the Z-wave routes were backed up. I would not have a problem just doing a clean install of the C8 and starting from scratch as I only have a dozen or so devices. The only hesitation is that I can't seem to get the hub to add any new devices either (though that may be related to the bad DB restore/migration)

Regular C8 or a Pro? Did you ever switch to Zwave JS gateway on either hub? Normally its only an option on the Pro but you can force the others hubs over if you know the endpoint. There have been some cases where if both hubs were not set to the same gateway the migration would result in a non functional radio (possibly recoverable if this is what happned).

If you want to try to start from scratch you can use the diagnostic tool to do a soft reset and then also a z-wave radio reset. May want to reset Zigbee also.

Also how is hub being powered (see below from help topic)?

Included power block not POE
