I have a Harmony Hub. Since they are basically EOL...is there another Zwave/Zigbee to IR control that works well with HE? It can be a handheld remote, but I really just need on/off functionality. So, I'm fine with just some kind of IR blaster.

You may want to look at some WiFi connected devices, like the Broadlink RM3/RM4 series of devices. There is a community integration available from @tomw that seems very popular.

That Tuya zigbee IR blaster does work, I tried it out. It can learn and transmit IR codes.
So with some effort, you could add a bunch of IR remote codes to the device, and then create virtual remotes on dashboards with tiles that respond to button presses. Or send IR codes with automations that push virtual buttons.

@kkossev is very very good, but these types of Zigbee devices are always changing, etc. It's best to follow the relevant thread, usually the driver thread, and find out the latest-he might have to tweak something to get the latest version to work. Good luck!
