Following instructions for fixing this, went with this flow:
Hub at 2.3.8.118,
performed the reversion step: yourHubIP*/hub/advanced/installZipgateway715,
rebooted,
updated hub to 2.3.8.122,
Zwave shows: VersionReport(zWaveLibraryType:7, zWaveProtocolVersion:7, zWaveProtocolSubVersion:18, firmware0Version:7, firmware0SubVersion:18, hardwareVersion:1, firmwareTargets:1, targetVersions:[[target:1, version:7, subVersion:18]]).
Am I at correct Zwave version?
Looks correct to me. I assume you went back to installZipgateway718 somewhere in the process and you may have missed to mention?

Actually, no. After the reboot following the reversion, I wondered if the update to v...122 would install that for me. Should I go ahead and perform that step?
And if so, are there other steps I should perform first?

I've got the same error on a C-7, I noticed the SDK/firmware upgrade instructions in the release notes for 2.3.8.122
The output from my zwaveVersion endpoint is
VersionReport(zWaveLibraryType:7, zWaveProtocolVersion:7, zWaveProtocolSubVersion:17, firmware0Version:7, firmware0SubVersion:17, hardwareVersion:1, firmwareTargets:1, targetVersions:[[target:1, version:7, subVersion:18]])
But when I go and try to run the firmware update via the button on the Z-Wave Details page, I get the Z-Wave Updater: ERROR. This firmware target is not upgradable

Unsure if this was directed at me, but clearly I did since I verified the versioning in the endpoint, and tried to run the update as the instructions said. And it didn't work.
Are there secret other instructions?
According to the versions you shared above, your hub is running 718. If you didn't downgrade to 715, yet, then follow these steps:
- Go to: yourHubIP*/hub/advanced/installZipgateway715
- Reboot the hub from Settings
- Go to Z-Wave Details page, then select Update Firmware to install "Z-Wave and Z-Wave Long Range 700/800 SDK 7.18.1.0"
- Go to: yourHubIP*/hub/advanced/installZipgateway718
- Reboot the hub from Settings
If you already downgraded to 715 and your hub still reports 718, you may need to reboot the hub, before continuing from step 3.
NOTE you must update to platform version 2.3.8.122 first, otherwise, if you are already running any of the previous 2.3.8 versions, you will be facing a permanent loop, as the hub will auto update to 718 as soon as you reboot after downgrading to 715. This has caught a few users by surprise.

- because that's the instructions for me, a C-7 user who doesn't know they're experiencing a bug.
I didn't click into the link under bug fixes, because I didn't know I had a bug, and so I just assumed the update would fix whatever it was that was referring to.

I'm on FW 2.3.8.125 and the update has just thrown the same message. I thought this was supposed to be fixed after FW 122?
EDIT: Apologies, just saw the downgrade to 715 upgrade to 718 route. Before I do this, are there any considerable gains to be had updating from 7.17?
They do not update the Z-Wave firmware for no reason. All of the updates pushed out for the C7 were to fix critical issues that impacted performance. There were 2-3 updates and I remember each one made noticeable improvements over the prior.
So if you use Z-wave and have a Z-wave update available I would highly recommend getting it installed.
