For better stability, would it be better to use a period or condition trigger over a wait? If the hub goes down, the trigger will possibly retire whereas a wait will be lost when the memory is refreshed during the reboot.

I think OP is asking whether to design a rule such that it waits for a while (for either event or condition), or set it up so that it will retrigger a new instance of the rule actions? That thread explains the difference between waiting for an event vs. waiting for a condition.
If I'm understanding correctly, this thread might help:
TL;DR, rules with delays scheduled appear to run as intended even when the hub reboots in between the rule triggering and the delay ending.
