" unexpected error" -- cannot load the app at all (#2)

I was trying to run a new version of a Rule when suddenly the following message appeared, and now I can't open the rule. I'm trying to figure out how to assign a string value of "6:00 AM" to a datetime variable (the string value is produced by parsing a comma separated string of initial variable values).

Emailing a copy of the rule to Bruce (bravenel).
