Expanding on the correct response from @bertabcd1234:
Tapo devices do not install into the matter-verse via the TP-Link phone app. The commissioning must be through Apple Home, Alexa, or Google Assistant (examples). If you have one of these,
- uninstall the device from Tapo.
- Read the TAPO provided matter installation instructions that came with the installation and install into the matter commissioning system. You can also view this link: https://static.tp-link.com/upload/manual/2023/202308/20230817/7106510359_Matter(non-US)_QIG_V1_0529.pdf
- Install the device into Hubitat
