It for sure sounds like a mesh issue. You could use this tool to get a sortable view: [BETA] A Z-Wave Mesh Tool [C7 and 2.2.4+ Only]
Then look at the RTT values. If the delay is in the mesh I would expect to see a high RTT on the problem devices.
