Yes, that is locked, and will need to be unlocked before it will be fully functional on a non-Vivint hub.
Appreciate it very much! Guess I will get to try the SmartStart feature on it now .
Also, as I'm trying to start writing a few drivers of my own, a question for you... do the clusters correspond with command classes, and if so, where on earth can I find that sort of reference?
They do
Not sure what you mean - Do you mean device specific command class support, or hub side command class support?
For hub here is some:

https://docs.hubitat.com/index.php?title=ZWave_Classes
For device specific I would look up a given device on the zwave site:
https://products.z-wavealliance.org/regions/2/categories
General zwave command class learning:
http://wiki.micasaverde.com/index.php/ZWave_Command_Classes
And all of the Samsung SmartThings site documentation is useful on this topic.
Wonderful, yes I was coming up dry trying to figure out that 0xAA means command class X. Apologies for hijacking thread, and thanks again!
Then that micasa link above should be a good starting point as it has a table of command classes (in hex and dec).
Sorry to be reviving this old thread, but I recently discovered a flaw in this thermostat that I want to make others aware of:
I appreciate you reporting that. I still have a pile of the CT200s, but I don't have any in service anymore - I couldn't get them to stop randomly resetting the setpoint. Maybe I lucked out...
