I've been looking for an app that simulates those plug-in timers that have multiple on/off setpoints. Ideally I'd like something that would look a bit like a thermostat schedule.. each program would have a day, and on/off setpoints, and should allow at least 5 programs

Sounds like this is specifically for thermostats. Setting heat/cool points.
I'm looking to be able to turn devices on and off according to a schedule.
Rule Machine, using Periodic Schedule, or other schedule triggers will do this.
I have not done this my self but I believe that Room Lighting might give you something like you want. You can even schedule different schedules for each day (even better than those timers could do).
