Everything was static. Same subnet. Even tried deleting the lutron integration app on hubitat and reinstalling but that did not work. I could communicate to both individually but could not get them to talk to each other. Port scans of lutron showed 22 and 23 were open. Reverted it back to the primary network and restored a backup (forgot about a backup which cost me a couple of hours of work).
... and I probably checked five times to make sure that isolation was turned off. It's got to be a setting on the router that I'm missing. I'm going to wait for a rainy day and potentially try again.
