Yes I see the Mac Addresses and everything works correctly without duplicates - the first 2 points are things I did before finding the solution.

Ah, okay, that's great.
I'll probably make the change to the way that the provisional device definitions are stored anyway, makes sense to use the IP address rather than the MAC address if this issue can happen. I'm almost sure that I used to use the IP address previously.
