I have a Leaksmart Protect valve + flow meter paired to my C8 Hubitat, but not using the valve. Is there any way to get the controller to transmit flow data to Hubitat?---------------------------

What I am seeing is that valve and flow meters normally connect to a LeakSmart wifi hub? I'm not sure since you didn't give exact model.
How is it connected to the hub now? Zwave or Zigbee? It appears the sensors are Zigbee and can connect to Hubitat directly, so I assume the valve is also Zigbee?
If it is Zigbee, maybe try the built-in Sinope water valve driver? You would change the driver under Type on the Device Info tab, click save, then go to the command tab and press configure. (standard procedure for changing a driver in an existing device).
Edit: I also just found this driver via Google. You would need to paste the code into drivers code. You need to enable developer mode toggle on the top of the settings page, and then you will have additional options on the main sidebar for apps code and drivers code (you may have to expand the section). Open drivers code, click "new driver" and paste in the code and click save. It will take a few seconds to update.
Then go back to the valve device and change the driver under Type to that driver, and configure.
