This question would be unclear without additional context, but since you just posted this, I'm guessing you're still asking about this setting in Simple Automation Rules:
That answer is no. This is a setting you will have to turn in in each individual app. The "gear" page you're referring to is the app status page, which is a (view-only) summary of that particular app's internal data, most of which is the value for settings you set inside the app itself.

A lot of apps to check. Probably not worthwhile just to, maybe, increase reliability, perhaps marginally.
