Hubitat Android App will only connect to Cloud - Cannot use SmartStart

I'm trying to use the Hubitat App on my Google Pixel 8 phone to pair a few 800 LR Zwave devices. However, I keep encountering 'Devices can only be added when hub and mobile are on the same network' . However, my android phone is on the same network, and I can even access the hub via IP through the web browser. It says it's connected to my hub on the home screen, but only to (Cloud).

However, if I were to use an iPhone on the same network, no issues. It connect to my hub locally and says (Local) on the home screen. I'm able to pair 800LR devices using the iPhone, no problem.

I'm using Android app version 2.0.6
I'm connecting to a C-8 Pro hub running platform version 2.3.9.197

New App Dashboard Local Access

I just updated to the new elevation app in response to being informed the old app is shutting down the end of this month. Now when i select my local only dashboards in the app I get the message "Cloud Access is Not Allowed for this Dashboard". For the old app I didn't have this issue. I don't want to expose these dashboard to the web even with a pin #. I only use them at home on my local network. I'm running the C7 hub with the latest update. What is the issue?
