Hub uptime monitoring/Reporting

How do I use "Hub Information reports uptime decreased"? When would this condition occur?

I was thinking that I would use it to monitor the hub if it rebooted as shown in the screenshot. But I did a manual reboot and (I assume) the uptime restarted at zero and increased ... no notification was published. I also now assume that the old uptime was lost after the reboot.

If all you are looking to do is receive a notification if the hub reboots, you can just simply use the location event systemStart as the trigger.

I am just adding my implementation here, so that I can "help" others ... Note that I am not a Hubitat expert ... so I expect this "code" can be improved. I "reused" code published on the forum (thanks to the forum) ... it's not all mine! There are some details missing ... e.g., setup of button, installation of rebooter etc.
