How to get all zigbee bulbs to go to 100% when turned on?

I have lots of Sengled Classic bulbs
...
when I turn them on from a normal switch (so they were powered off, then I give them power), they turn on for 1 second, then go to 0%. If I flip the switch off and then on again, they are at 100%. It's awful.

This is a known issue after a "bugfix" in 2.2.6
The solution is to change to the Legacy Driver.

Issue with Sengeled Bulbs

I have 2 Sengeled Tunable bulbs in lamps that are z-wave outlet controlled. Starting about 4 weeks ago, whenever the outlets are turned on, the bulbs will light for ~10seconds, then turn off. When i cycle the outlet again the lights will come on and stay on. So last night i decided to add two new sengeled RGBW lights to the lamps instead. And they are behaving the exact same way. Now I have no idea how to troubleshoot this next.
