What worked for me was:
Remove the dongle after flashing.
Start pairing on the hub before inserting the newly flashed dongle into a 110v to USB adapter.
Worked several times for me so far.
Note: This was using the Windows/Python flashing procedure for a "P" dongle.
You only plugged it into mains power once after flashing and after starting pairing? Without pressing or holding Reset?
Correct.
When using the Windows/Python method the dongle cover is not removed, so no way to push the button.
And sometimes i am just blown away by just what the hubitat system can do.
OMG it's 2025 and this is still so complicated.

ok had a lot of trouble getting one of these to flash on my windows 11 computer with only a usb c port..
first you need to install the older version of this

unzip and run the x64 installer .exe
the you need to install this
need to put a request in that you are not exporting it.. if you cant get it drop me a line and ill send a link to my ftp site
then the bigge i had trouble finding a cable that fully worked with the usb 3.0 port
this is the one on amazon i found..
