How can I kick off a "Stop Actions: Rule I want"

It is now called "Cancel Rule Timers" and is found under "Set Private Boolean/Run, Cancel, Pause Rules"

The same way you would trigger any other rule...through defining the trigger events and any conditions you want to check. it is the same as any other action.
