have a GE Z-Wave Smart Dimmer which is not responding to commands, what ever is manually done at the switch turned on or off, dimmed, is shown in Hubitat.

Shut down the hub from the settings menu and unplug power for 1 minute, then power back up. See how things are then.

I have had to repeat this process of unplugging the hub every 2.5-3 weeks, it's getting out of hand
Are you shutting down first before unplugging? That said if it's just the one switch, I would replace the switch. (Also GE's can be problematic. You can find the same style in zooz or innovelli). Also have you updated the firmware in the switch?
It's unclear, to me at least, whether the OP is talking about an in-wall switch or a plug. I don't think Zooz makes a dimmer plug.
Fair enough, though he didn't mention plug so I assumed wall dimmer...
He also didn't mention that he tried power cycling the plug, ie, unplugging/replugging, so maybe you're right.
I would also try power cycling the switch at the circuit breaker (assuming this is a wall switch and not a plug module).

We need to see the z-wave details and topology as well, it is explained in my post above.
it shows "Hub should be running for at least 12hrs without reboot," I powered the unit 7am this morning .
You have at least 5 ghost / dead nodes where no device is attached to them. You should try to remove those if you want, instructions are here: How To Remove Ghosts using hub tools or a UZB Stick . Try the on hub method first, I think you can clear some of them that way.
WHat is the footprint of this home (sq ft of main floor)? Seems like the devices may be spread very thin.
Did you try power cycling the wall switch itself with the circuit breaker?
was able to get rid of 4 of 5 ghost only one left is "SPECIFIC_TYPE NOTIFICATION_SENSOR" have 7 other real devices with that same device class, I have tried a few times to get rid of it, to no avail.
