Expose cloud connectivity status to rule machine/apps

The hub already knows when my Internet is out (assuming lack of cloud access is caused by my Internet not working, which is going to be accurate at least 99% of the time) but, as best I can tell, I can't use the cloud connection status in a rule where it'd do me a lot of good as a proxy for "is Internet connected or Internet out?" (Not that it matters for a feature request, but the goal is to shift audible notifications from my building door buzzer from cloud reliant Alexa announcements to my boring local z wave based chime whenever the Internet is out).

I can ping my domain of choice proactively of course, but I hadn't realized the hub must already have this info somewhere until I saw the warning text regarding cloud connectivity when my Internet was down yesterday — would rather just have access to the existing info than ping the net myself

As a workaround until this becomes available natively, the Hub Information Driver v3 can provide an attribute that can be used in RM, etc.
