No, there is no way to copy a rule, nor will this be a feature added at some point. Rule Machine was simply not implemented in a way to facilitate this.

:slightly_frowning_face: Since rules and their relationships are part of the full backup, would it be possible to modify that to only include rules, or possibly individual rules?

Not when there are so many new and exciting things to do to make Hubitat an even better platform! The list just keeps going on...
