Tried 3 different web browsers as I saw that suggestion somewhere else. Same problem.
Saw another user with this problem so thought maybe it was more than just me:

This should be fixed in an upcoming release. Should not effect the creation just exiting out of the app, correct?

Mine loads fine. It is just saving it sometimes causes the appearance of an error but the command/rule still gets saved correctly.
Had the same but just open and save again and it works.
