Basic Rule with Timed Events Not Working after 2.3.9.143 Update

It's like my Off commands are not working for all of my Basic Rules that turn something on at a certain time and then turn it off x minutes later or turn it off at a later time. The 4 timed rules I have that do this now have a 'restricted' entry added in the log file and there are no further log entries.
evt: certain time , wait over --> restricted
Looking at history normally the above log entry does not have the '--> restricted' entry and is followed immediately by an off action
act: Turn off Garage Dehumidifier

Any ideas on how to resolve?

2.3.9.142 updated stopped some of my automations

Hub is a C-7 I just updated, my system will turn on my lights or whatever the start of the automation, but it will not complete. my kitchen I have a human presence sensor that turns on the light, when I leave it should turn off, it is not, the presence sensor shows active so the light stays on. this is happening with many of my lights. all was good till the update, now, I am an idiot, I did not back up the old, but I never backed up. How can I revert to the old load? Much appreciated.
