this is correct, for battery zwave devices they must be "woken up" in order to receive any configuration programming. Usually the method to do this is available physically via some sequence of pushing various buttons on the device, If this isn't noted in the manual, you can try getting the device to do whatever it's supposed to do, and very shortly after that send the parameter settings using the tool.
