How do I add Alexa to my notification devices? All that shoo is my android device.

Install Echo Speaks from Hubitat Package Manager. That will get ya going. (Not to be confused with the built in Amazon Echo Skill)

In what way? The set up walks you through everything easily. Once set up it becomes a notification device, either TTS or Music..
I set it up. Added the code and now have package manager. I can't seem to find the Alexa for speech using notifications.
Nothing shows under speech or music devices.
Did you go through the install process described for Echo Speaks?

Setup for Echo Speaks is a bit more involved than just adding the app and driver code to Hubitat, which is the part that HPM can help with. You'll also need a little "helper"/server to interact with the Alexa servers in ways that the app/driver cannot do directly. There is a free-for-this online option you can use (Heroku), though DIY options can also work if you have that knowledge.
I'd follow the installation instructions from here, but it sounds like you've already got Step 1 (apps/drivers) down:
Also, keep in mind that this is all "unofficial." Neither Hubitat nor Amazon officially support this feature (this is user/community code on Hubitat, and on the Amazon side, most of these solutions work by simulating the Alexa app or other reverse-engineered methods). Amazon can change something and break it on a whim, though this and other unofficial intergrations have yet to encounter anything they haven't been able to work around, as far as I'm aware. But just something to keep in mind if an out-of-box, stable (or local) solution is more to your liking.

No I haven't set it up yet. I trying Alexa routines. But the device shows in "all devices" but not when picking a device in routines
Which device? Alexa routines only supports sensors and locks for use as triggers. Not switches/dimmers.

Though I have a sensor to switch driver that works great wit my Alexa 
I think I got it. Notification now showing echo speaks. Will test tomorrow

Now all your echo devices should show up in the device tab....You can pick any one of them to announce. The only one I've had problems with is the EVERYWHERE group. Even though it shows as a choice, it never works for me.
In the HL all that shows is echo speaks, not any echoes. I have 5 echos. Your saying I should be able to choose the one's I want for announcements.
Under echo speaks, your echos should show under alexa devices. You may have to ■■■ them there. Once echo speaks sees them they will show as devices under settings>>devices
You are in the device not the APP, go into settings>>apps>>echo speaks
