Having a minor problem since the latest update, basic rules which have a wait for event but do not apply any trigger restrictions appears from the logs to apply a restriction (ignores the no restriction rule). As a work around if you select something in the restriction - all the days of the week and select restrict trigger only everything works.
Same thing here. The Basic Rule I set up shows the same "restricted" status in the logs since the major update when it tries to run after the wait period.
