Zwave stick frequency setup?

I bought a hubitat Korea version.

There are two usb sticks.
One is a zigbee, other is a zwave-me.

zwave-me stick is a connected to hubitat.
I try to pair zwave device(Korea frequency) but it doesn't work.
Not found devices.

I installed a program(zwave me) on my pc then I set a Korea frequency.
And unplug from my pc & plug to hubitat.

There are no logs on hubitat about zwave frequency.

Is there a manual about this?

There are lots of docs but not necessarily a manual. Going to SIlabs.com says southKorea freqs 920.9 921.7 923.1

Try performing a factory reset on the device, the manual should state how to do that. Then try including it again.

It's weird

I set South Korea freq on z-way-server of raspberry pi board.
When I set freq the logs is printing much.

And when I try to include zwave device on z-way-server (not with hubitat)
this log is printed.
Max number of devices (1) reached.

I already tried to factory reset on z-way-server.
It's same result.
