I think we need to clarify the problem. Is the state of the device updating when you change the device physically and notifications are broken? Or is the state change not even making it to the hub, which is a totally different issue but may cause the notifications to stop working since the hub does not know the device changed states. In that case the notification problem is just what you see but has nothing to do with the actual issue. Usually if the issue is with the mobile app it is all or none, so if notifications are partially working I suspect the issue is with the devices, not the app.
If the cloud backup crashed your z-wave radio all you need to do is SHUT DOWN the hub and unplug it for 3 seconds, to bring the radio up again.

If the devices are working on reporting state back to the hub correctly and the ONLY issue is the notifications are not working, then here are better instructions for how to fix the app notifications without breaking all of your existing rules (but I think you already did that, sorry
