Does anyone have recommendations for a Zigbee scene controller with four or more buttons?

I checked Inovelli’s Blue Series Smart Button Controller Dimmer, but it's still in phase 3 of 8 and not ready yet. I also looked into the Sonoff ZBM5, but I don’t think it’s compatible with Hubitat.

Are there any other options available on the market?

That looks nice, but I would prefer it as a non-removable Wall Box Interface with dimmer or switch load capacity

I have 4 of them and they work great. Search for Zen 32 here and you will find lots of mentions thruout.

I know you want Zigbee, but an in wall Zwave dimmer can be used without switching an actual light. Feed it mains power only, it is now a remote dimmer switch you can use to set levels, and use the scene control in the driver for push (on/off) commands and doubleTapped for scene control. Held would still be used to set dim level.

I've never used a Zigbee In-Wall switch, I do not know if the drivers for them provide scene control with doubleTapped like the Zwave switches.

Thank you.... I have a few Zen32 and they are great. As @jkudave mentioned I am looking for a Zigbee device (wall box interfase) no detachable parts
