I have both a C8 hub using channel 25 and a Hue hub using channel 11. When I add a zigbee outlet/plug that acts as a repeater, is it repeating signals on both channels or only the channel of the hub I pair it to?
Just the hub you pair it to. No device can do multiple channels at the same time.

You should move that more towards the back like maybe 20 and keep wifi to 1-6 just to avoid any bleed over. Just a thought is all.
I've got wifi at 1. Just to be clear, keeping wifi and C8 (on ch 25), I should move the Hue from ch 11 to 20 - is that right? Where do you think the interference might be now?
