Sounding more and more like the Zigbee PAN identifier must have changed which is kind of infuriating.

This is highly unlikely - the issue was addressed in platform release 2.2.3.

We will have an update for this in release 2.2.3, after chatting with Markus we're going to bump EMBER_PAN_ID_CONFLICT_REPORT_THRESHOLD from 1 up to 10.
