Does GE/Jasco In-Wall Switch (14291) support Z-wave repeater function? It should because it's powered by main voltage, by I want to make sure before designing my mesh network.

Yes, all GE/Jasco/Enbrighten AC powered devices act as repeaters on your Z-wave mesh network. They also support "beaming" which is really important for some devices like smart door locks.
The GE 14291 is an older generation GE/Jasco in-wall smart switch. I highly recommend you get one of their more modern versions.
Enbrighten 46201 (neutral required)
Enbrighten 52252 (neutral not required)
Full disclosure, I have a dozen of the 46201 model above and they work fantastic on my HE C-7 hub. The second model I posted above, 52252, is brand new release by Jasco and is not yet added to HE's compatible devices list. If I was starting new today I would order the newer version as it's Z-wave Plus v2 which is Series 700 and hopes of Long Range later (Enbrighten is not great about releasing firmware). But beware, you might be the first trying it.
Maybe @bcopeland has tried one already since he loves Series 700 devices...

GE/Jasco has never released firmware updates for any of their devices. Don’t expect any firmware updates for Z-Wave LR.
I noticed them in the Z-wave Alliance certified products database couple weeks back when snooping around. Then just saw them added to the Jasco web site last week, so they are brand new! Wish I had not just bought couple dozen of the Series 500 Jasco devices...oh well, reason to build another house!
I know...it was wishful thinking! Good news for me, I'm not investing in LR anytime soon so by the time I am ready it will be readily available in firmware on shipping devices.
The GE smart switch I have is similar to the neutral switch that you shared, but with the toggle model. It should be good? right?

If you already have them, then yes they will work fine. I was just giving you links to newer models if you had not bought anything yet.
I have 40+ GE switches and I want to migrate all of them from smartthings to Hubitat. I'll keep smartthings for WiFi mesh only and migrate all the z-wave zigbee devices (switches and sensors) to Hubitat
