One might conclude the devices with the "refresh" button need to be refreshed. Is this the case or some other variation?
They all have a refresh button. Are you wondering why some are missing the repair button? It's because they are battery powered devices. Can't run a repair on battery powered devices.

That is not telling you that you need to refresh. It just allows you to do a refresh if needed, especially when removing a dead device.
