Yes. Hub Mesh is a new feature first made available in 2.2.4
"hubitat.local" won't dns resolve in a lot of environments.
It should resolve in any environment that supports mDNS which would include Windows 10 and most Linux distros..
Does anyone know of an URL to trigger a single node repair that still works in 2.2.4.158?
Have you tried the URLs mentioned in this recent post? (Since these are GETs, doing them in the browser should have the same effect--you can ignore the fact that the original question was about a Rule.)
