We sufficiently covered the certification topic here.
The vast majority of material including Matter logos use language like "works with".
If you go about the internet we will find that many CSA members are using logos with products in perhaps not the intended way. I think you also have mistakes by graphic designers.
That being said, whether Hubitat is perfect or whether Matter usage is perfect isn't dependant on the usage of logos in marketing material. Even certified Matter products break their stuff over time since the certification date. Every future build isn't certified.
I do agree that compatibility and logo usage has room for improvement. But as a software person I've long since embraced that people make software and nothing is perfect. We strive to excellence, but that is just plain hard.
Not exactly sure why you would say that Matter is not implemented when it actually is implemented. It might not be implemented the way you want it, but it is for many/most people. Saying that it's not implemented because they don't have a TRV driver out of the box is a bit self centered. They also never claimed that they support Matter over Thread so that can't be the reason either.
Did you ever reach out and work with them directly asking if they could add a driver to support a particular device. I have in the past and they did their best to help, you could have also reached out to the community and or a developper that already has one working for another TRV, they might have been able to helped you also.
