Why devices so slow (Z-Wave)?

As a resident of Chicago I have steel boxes. Metal boxes can cause issues, but I find the issue is more about the specific device. Unfortunately, Inovelli dimmers seem to perform the worst in steel boxes in my experience. My couple of Inovelli dimmers do frequently go to 9.6. They're both used as smart bulb controllers, so any performance issues are not always obvious to see.

The new Inovelli 800 series dimmers are on the boat to the U.S. and should be here soon. (For some reason they are now calling them, and their Zigbee counterpart, 2 in 1 (because it can be used as an on/off switch or a dimmer (but can't all dimmers be just turned on or off?)).

If/when Hubitat enables Long Range (something they never did for the 700 series) I may buy one to give it a try.

Not really. Dimmer electronics change the way the electricity is presented to the load, which can affect either the load or the dimmer. Sometimes dimmers will effectively work as switches (I do it with a Lutron dimmer and Wiz bulbs), but other times they will fail. For example, the Inovelli '2 in 1' doesn't work for inductive loads.

The hub asked the device to report and it failed. You can spend countless hours trying to figure out why the device didn't respond, but based on personal experience the time and money trying to figure out, far exceed the benefits of knowing the root cause, which would likely have the same outcome: removal of a misbehaving device.
