I just purchased and received a C8 Pro and want to migrate a C8 to it. There isn't an option to "Create a cloud backup for C-8 migration" option on the C8. Are you say9ng that a free migration is not available?
At the moment, this will only work with Hub Protect. Free migration backups, as there are for the C-8, will be added in a platform update to be released soon (originally hoped for today, though they don't normally commit to exact release timing; but I'd expect it soon).

no doesnt work with that.. either. i have hub protect.. still waiting for update

On both hubs? That is reported to work.
(It's showing up for me, but I haven't tried re-migrating to confirm and both are on beta...)
Problems have been reported w/Z-Wave after a migration:
Best approach at the moment seems to wait for a update for our hub(s).
