What's the best way to have a Zigbee dimmer plug-in Outlet "mimic" a Z-Wave dimmer wall rocker-switch

In our Study we have a Homeseer HS-WD200+ Wall Dimmer that is wired to an outlet(#1) on the far side of the room that was setup to control a floor lamp.
We are now rearranging that room and don't plan on using the floor lamp any more. I plan on adding some LED track lighting, but the plug for the track lighting will now be plugged into a different outlet(#2) on the opposite side of the room.
Right now I have a GE ZigBee Plug-in Smart Dimmer plugged into the outlet(#2) where the track lighting will be plugged into, controlling the floor lamp til I get the track lighting.

What I am wanting to do is, have the GE Zigbee dimmer plug-in Outlet mimic the Homeseer Z-Wave dimmer wall switch. Is there a way of doing that with out having to create a ton of rules in RM?

Hubitat has a app called Mirror it should work for you.
