Z-Wave Details shows I have a ghost device of type: SPECIFIC_TYPE_SCENE_SWITCH_MULTILEVEL. The device column is blank and I have no idea what this could be. I tried clicking remove and it is still there.

MultilLevel means "Dimmer" and "Scene" means it sends messages on each tap. Examples would be Zooz or Inovelli Smart Dimmers that allow you to automate single, double or even triple taps or use push and hold to raise and lower a dimmer.
I suspect you are trying to figure what physical device it is do you can power it off?
That is a myth and will not help you remove it.
So you do not need to figure out what device created the ghost node.
Since it has only 1 neighbor (hopefully the hub) it should not be hard to remove.
Shut down the hub and unplug for 30 seconds.
After booting again wait 10 minutes.
Refresh on that node until you get the remove button (be patient for it to refresh)
Click Remove ONCE and wait.
