that was the key ... hope this helps others.. took down sensor .. took it near hub.. took out battery and replaced battery then submitted preferences and hit the tamper button till i saw the logs say (with debug on) that it took the preferences/settings.. every 10 minutes now works.. most likely temp change would work the same..
not sure why the hub is not saving the perferences to submit them the next time it gets a message/wake up from the device.. seems like a bug beyond the driver level.
