Very basic RM using new Alexa - error

I have a very basic RM rule, that makes an announcement (Echo Speaks) based on a trigger, 1;30PM and I get this error.
The bottom error is at the trigger time
The top error was when I manually triggered it from the rule

Here is the rule

What version of RM? Try recreating the rule.

RM 3.0, it was newly created just yesterday

Deleted it and re-created it, now it's fine

So what causes this? Doesn't seem to be very stable if we need to delete and recreate whenever an error occurs
