I have recently switched ISPs and the new router apparently does not have thread capability. My former router is a thread-capable Eero 7 and I had no trouble with HE integration.
I have a smart lock that needs to connect via thread. I am trying to somehow use the old router to commission the lock so that I may add it to HE again, but keep the new router in place for wifi internet. Is such a thing possible? Many thanks 
Who is your new ISP? Do they force you to use their router? If not, remove the new ISP’s router and put your Eero back in place as the main router and TBR. That would be the simplest solution I can think of.
It isn't just a matter of commissioning. At this time, you need something to convert Thread to wi-fi (called a Thread Border Router) so that your Hubitat can see it as a Matter device. Your eero was serving that function.
Do you by chance have an Apple TV? Or certain models of Amazon Alexa that have Thread? If not, I don't see why you can't continue to use your eero 7 if you can put it on the same network as your other router.
Spectrum is the new ISP, and AFAIK they don't require you to use their routers. I hadn't thought of just using the Eero... Great suggestion, and thanks for chiming in!
Typically with a Spectrum cable modem, you will need to power the cable modem off and then back on in order for it to hand out a WAN IP address to a new router. If it is not power cycled after switching routers, it will still be expecting the MAC address of the old router and will not provide an IP address to the new router.

I have Echo Dots but as I understand they do not have thread. I'm hoping that using the Eero as the router instead of the Spectrum router will be successful. If not I guess I could pick up a used Apple TV or SmartThings hub maybe.
I believe that's correct. No generation of Echo Dot has Thread support.
FWIW, my eero Pro 6E connects directly to a Spectrum DOCSIS D3.1 model ES2251. I thought I'd have to do some sort of configuration magic to get the cable modem to pass thru to the eero, but I just plugged it in and it worked.

Yes that should be possible but the important part is the Thread network rather than the wifi connection itself. You could keep the new router for your normal internet/wifi and use the Eero as a Thread border router, assuming it can stay on the same LAN. So avoid having the Eero act as a second router if possible. Put it in bridge/AP mode and let the new router handle DHCP and routing. If the lock is already tied to the old Thread network, you may need to factory reset it before commissioning it again.
