I realize this is probably a dumb question. With the mobile app, do I need to set up a separate account on the hub for my wife? Where do I do that? Or do we both just use the Hubitat account?

You can share the same account. Your phones will still appear as two separate mobile devices, for things like Presence and Notifications.
