There are no 2.3.8 issues that are not resolved.

See this post: Release 2.3.8 Available - #9 by gopher.ny The following issues have been identified in Release 2.3.8.125; we expect these to be fixed in the next release: too many events pending processing leading to hub going unresponsive. some Z-Wave devices become unresponsive following a cloud backup. A temporary work around is to reboot the hub from Settings. Wi-Fi connectivity issues with C-8 hubs.
